His comments suggest the problems of assessing a secretive society even when, thanks to the war, it was obliged to have reciprocal relations with outsiders.

A code clerk from the Soviet embassy, Igor Gouzenko, chose the first weekend of September 1945 to leave his employ, bringing with him a sheaf of documents that chronicled not one but two Soviet spy rings in Canada. At first Gouzenko found nobody who would listen to him and his heavily accented tale. Finally the Soviet embassy came to the rescue by sending agents to arrest Gouzenko in his apartment, where they broke down the door. Instead of arresting Gouzenko, the Soviets were themselves arrested by the Ottawa police for breaking and entering.

It was established by conquest and reflected military power. At first the events of 1945 could be rationalized.
